Search Cecil County Deed Records Online
Two main online tools let you search Cecil County deed records without visiting Elkton. The first is MDLandRec.net, which is the statewide land records system run by the Maryland State Archives. You need to create a free account to view deed images. Once logged in, you can search Cecil County records by grantor name, grantee name, or liber and folio number. The liber is the book number and the folio is the page. Both appear on any copy of a recorded deed.
The second tool is Plats.net, which holds plat maps and subdivision plans for Cecil County. The login is username: plato, password: plato#. How to Find Deed Records in Cecil County
To search Cecil County deed records online, go to landrec.msa.maryland.gov and create a free account. After logging in, choose Cecil County from the county list. You can then search by the name of the person who sold the property (grantor) or the person who bought it (grantee). You can also search by liber and folio if you already have those numbers from a prior deed. The results show you the document type, date, parties, and a link to the image.

Cecil County Deed Recording Fees
Fees for deed records in Cecil County fall into two groups: copy fees and recording fees. Copy fees apply when you get printed or certified copies of existing deeds. Recording fees apply when you submit a new deed to be entered in the land records. Both sets of fees are set by state law and local rules.
Regular copy fees are $0.50 per page. Certified copies cost $5.50 each plus the per-page copy fee. So a certified copy of a 4-page deed costs $7.50 total. Recording fees follow statewide rates: $20 for instruments of 9 pages or fewer, $75 for instruments of 10 or more pages, $10 for releases, and a $40 surcharge on most instruments. Zero consideration deeds have a flat $25 processing fee in Cecil County.
Taxes are separate from recording fees. The recordation tax in Cecil County is $4.10 per $500 of consideration, rounded up to the nearest $500. This tax is collected by the Cecil County Finance Office at 200 Chesapeake Blvd., Suite 1100, Elkton, not by the Clerk. Call the Finance Office at (410) 996-5385 with questions about recordation tax. The state transfer tax is 0.5% of the sale price. First-time homebuyers may be exempt from the transfer tax if they file an affidavit at the time of recording.
Special Requirements for Cecil County Deeds
Cecil County has a few steps that set it apart from other Maryland counties. Most importantly, the recordation tax is not collected at the Circuit Court clerk window. You must pay recordation tax at the Cecil County Finance Office before you bring your deed to the clerk for recording. This is the rule since July 1, 2009. Bring the stamped receipt from the Finance Office when you submit your deed to the clerk. Without it, the clerk will not record the document.
Maryland Intake Sheets are required for all documents submitted for recording. You can get the forms on the Maryland Courts website. The intake sheet captures key data about the deed: the names of the parties, the property description, the type of instrument, and the consideration amount. Fill it out before you come in. Deeds submitted without a completed intake sheet will be returned.
If you are recording a deed with zero consideration (no money exchanged, such as a gift or transfer between family members), Cecil County charges a flat $25 processing fee. This applies in addition to any other required fees. The transfer tax exemption for first-time homebuyers requires a signed affidavit.
