Carroll County Recording Fees and Taxes
Carroll County uses Maryland's statewide recording fee schedule. All land record documents carry the $40 surcharge. Base recording fees are: $10 for releases of nine pages or less; $20 for other instruments of nine pages or less; $20 for principal residence deeds with no page limit; $75 for instruments of ten or more pages. Add the $40 surcharge to each amount for the recording total.
The recordation tax in Carroll County is collected by the Tax Office. State transfer tax is 0.5% of the sale price, dropping to 0.25% for qualified first-time homebuyers under Tax-Property Article § 12-108. One notable advantage: Carroll County does not charge a county transfer tax. This can mean real savings compared to neighboring counties that do collect a county-level transfer tax. Copy fees are $0.50 per standard page and $5.00 per document for certified copies.
Note: Non-compliant documents under Real Property Article § 3-201 face a penalty of three times the normal recording fee, so verify format requirements before you submit.
Carroll County Lien Certificate Requirement
Every deed transfer in Carroll County requires a lien certificate before recording. This is not optional and applies to all deed transfers without exception. The lien certificate costs $40 and is valid for 45 days from the date of issue. Allow at least two days for the certificate to be prepared. Order it early in your transaction so it is ready when you need it. Contact the Carroll County Treasurer at (410) 386-2010 to request a lien certificate.
In addition to the general county lien certificate, properties in certain Carroll County municipalities require separate municipal lien releases. These releases are needed for properties in: Taneytown, Sykesville, Manchester, Westminster, Hampstead, New Windsor, Union Bridge, and Mt. Airy. If your property is in any of these towns, you must get the municipal lien release from that town's office in addition to the county lien certificate. The two are separate documents from separate offices.
This requirement adds a step to the Carroll County deed recording process that is not present in all Maryland counties. Title companies and settlement agents working in Carroll County typically build in extra lead time to handle both the county lien certificate and any required municipal releases. If you are doing your own transfer without a title company, call the Treasurer's office well in advance to understand what is needed for your specific property. The Maryland Courts land records FAQ has general guidance on the recording process, and the Carroll County Clerk's recording line at (410) 386-8760 can answer county-specific questions.
Note: The 45-day validity window on the lien certificate means that if your closing is delayed, you may need to order a new certificate if the original one expires before you record.
